The UU has a ton of enemies and also get a lot of threats from people, like the Alien hunters, King Kima, Darre Hanshu, and more.
The leader of the UU is considered to be Waxy Meyer, having full authority over the entire military of the UU and all its captains, also the secret agencies. But of course, he is not a real leader of the whole organization because he doesn't own any of the 40 planets.
