Bounty halls are common buildings on city planets and [[Haboda]]. They are buildings where bounty hunters get bounties and then they will return to the same hall or a specific location when their done to collect their reward. There are some bounty halls where people will go to a specific place in the hall where you can get a bounty for one specific person, but otherwise you will just get a random one that you can accept or deny, and if you deny 3 in a row then you can't get anymore for the rest of the day.
