Kim Hebalar

Kim Hebalar is the president of the PACF, he is also blind in both of his eyes. He mainly uses his psionic abilities to see, so he actually can see everything around him. Kim Hebalar is incredibly wise but he is also evil in the eyes of many. This is because Kim will kill anyone to get his hands on powerful artifacts, being obsessed with them. Kim is wanted by the UU for 7 billion UC. Some others say Kim is doing the universe a favor getting all the powerful artifacts out of the hands of those who could abuse them.

Kim is also always in his room making sure the artifacts are all safe. They are all stored in the room behind his and using his powers he can see into the room. He is also a great artist, and he has drawn many pictures which are all part of his “blind collection.” Kim also has hidden many extremely powerful artifacts from the public, thinking that they are safer with him than with others.
