Waxy Meyer is the UU super commander, meaning he can order every soldier and captain in the UU, he can also give orders to Gard Ipoi. Waxy Meyer is also a sun man so this makes him very powerful. Waxy Meyer cannot be ordered around by anyone because he is the “leader” of the UU, or at least the military part of it.
